An Evolving West Colfax Avenue

The West Colfax Transportation Safety Project has brought (and continues to bring) significant change to the corridor, and after the construction dust clears, it will create a more inviting streetscape experience. Additional investments in and along the ArtLine have helped shape West Colfax's cultural identity, and redevelopment is incrementally enhancing the corridor. All this change today creates new expectations for the future, and the city wants to define and codify those expectations, with help from the community and stakeholders, by building upon the 40 West ArtLine Guidelines to include more of West Colfax Avenue.

These Design Standards and Guidelines (DSG) will extend along West Colfax Avenue from Teller to Pierce streets and from Harlan Street to Sheridan Boulevard (roughly the same area as the West Colfax Transportation Safety Project).

This project will provide the minimum design standards for public spaces and private development improvements along West Colfax. The new Design Standards and Guidelines (DSG) will focus on adapting many of the 40 West ArtLine design standards to complement the future West Colfax streetscape, promote pedestrian friendly architecture, and create public spaces that support an active and cohesive urban fabric.

The purpose of the standards and guidelines is ultimately to provide a clear and consistent design direction that will foster a creative, artistic, diverse, enlivening, economically healthy, and thriving community-oriented district.

These standards will be designed to work in tandem with the 40 West ArtLine DSG/Framework Plan, the West Colfax Vision 2040 Action Plan, the City of Lakewood Zoning Code and other regulations, and they help to implement the vision established in our new Envision Lakewood 2040 Comprehensive Plan.

We have begun the community engagement process and will expand our outreach to more organizations and the public throughout 2026. Our goal is to have these DSG adopted by the City Council in mid-2027.

As this effort continues, we will be expanding outreach to the following groups:

  • Area residents
  • Businesses and property owners along West Colfax
  • Developers
  • West Colfax specific groupsA scheduled (spanning Q4 of 2025 to Q2 of 2027) outlining different stakeholder groups and the general time frame community engagement will take place.

The West Colfax DSG will establish a clear and consistent design direction through three key criteria:

  • Intent Statements - Clearly establish the primary design goal or functional objective for the topic, based on the vision for this portion of West Colfax Avenue.

  • Design Standards - Objective criteria that provide a specific set of directions for a particular topic. Use "shall" to indicate that compliance is required.

  • Design Guidelines - Provide additional considerations that promote the goals defined by Intent Statements. More flexible and harder to quantify than standards. Use "should" or "may" to indicate importance, but also consider site and project conditions.

    The DRC is an appointed body (similar to the Planning Commission) of planning and design professionals who participate in the creation of design guidelines for new development in Lakewood. The commission has the authority to evaluate design review applications only within designated areas of the city. The development approval is based on the criteria adopted in the design guidelines. Because the DRC focuses on items such as "design intent," which has many possible interpretations and solutions, the DRC provides flexibility in how development meets those criteria and allows for more creative designs.

    How does the West Colfax DSG relate to the original 40 West ArtLine DSG?
    The West Colfax DSG builds upon and expands the original ArtLine standards, primarily by expanding the geographic area. The West Colfax DSG will be similar, but with less emphasis on public art.

    What projects are subject to these DSG?
    Just as with the existing ArtLine DSG, only new (re)developments that require Design Review Commission approval are subject to these standards, which include efforts requiring a Major Site Plan on parcels of land with frontage adjacent to West Colfax.

    Are single-family and two-family structures subject to the DSG?
    No. Per zoning, single-family and two-family structures are not subject to the DSG.

    Can I request a waiver or variance?
    Yes. Should there be a request for a waiver or variance, the guidelines shall be given strong consideration during the review process. It must be demonstrated that an alternative better achieves the Intent Statement or that extraordinary site factors make application of the standard impractical.

    Should there be a request for a waiver or variance of the standard, the guidelines shall be given strong consideration during the review process. In such a case, it must be demonstrated that the alternative meets one or more of the following criteria:

    • An alternative better achieves the Intent Statement.
    • The intent will not be achieved by applying the standard in this circumstance.
