Thank you to all who joined in the community conversation since Lakewood’s Development Dialogue started in Fall 2017. Over two years, the conversation included comment and participation from residents, review and recommendations from the Lakewood Planning Planning Commission and from City Council's Ad Hoc Committee for Development Dialogue.


RESULTS

As a result of the Development Dialogue, City Council has adopted several changes to address concerns about development in the city:

  • Increase parkland dedication requirements for new developments.
  • Clarify mixed-use zone meaning and requirements.
  • Require business and commercial uses in Mixed Use Employment (M-E) zones.
  • Require 30% open space for new multifamily developments in all zones.
  • Create Design Review Commission, which will review new development projects in certain areas of the city based on design guidelines to be approved by council.
  • Require additional public plaza space in large new developments.
  • Update height measurement to promote pitched roofs.
  • Require building stepbacks to prevent the appearance of large buildings close to the street. Stepbacks require upper stories in a building to be set back farther from the street and front of the first floor.
  • Strengthen height transition standards next to single-family homes.
  • Change rules to encourage the creation of new on-street parking adjacent to new development projects.
  • Increase the number of zones allowing solar gardens and create standards for solar gardens.
  • Require additional public amenities from a menu of options with all new development over 20,000 square feet.
  • Increase parking requirements for new multifamily complexes.
  • Create new visitor parking requirements for new multifamily complexes.
  • Increase parking requirements for new restaurants.
  • Create new requirements for electric vehicle parking.
  • Update standards for bicycle parking.
  • Update parking requirements for new mini-warehousing and storage.
